| Jin Xinhai, who is the Chairman of Board & CEO of CVIC Software Engineering Co., Ltd (CVIC SE), Doctor of Laws, honoris causa of the University of Regina, S.K. Canada, Visiting Professor of Shandong University and also one of the Experts Enjoying Special Government Subsidy from the State Council. He is one of the Deputy Directors of China Software Industry Association, one of members of the Leading Group Office of International IT Project Management, one of the top Assessors of International Project Management Association, Special Research Fellow of China Center of Information Development (CCID), Executive Director of Co-Create Software League (CoSoft) and the Director of Shandong Application Software Engineering Technology Center.
Jing Xinhai studied at the University of Regina in Canada from 1982-1984. After returning to the country, he devoted himself to computer software research and computer hardware. He made full use of his experience abroad and actively promoted international communication, including cooperative relationships with the University of Regina, the International Project Management Academy and IT giants such as Intel, IBM and HP. This has greatly expedited CVIC SE’s internationalization. Under his leadership, CVIC SE has become the chief solution provider, software products provider and IT service provider.
In 2001, Jin Xinhai was certified IPMA Assessor, along with other two Chinese experts and was elected one of First China Top Ten Leaders of Software Enterprises in 2002. CVIC SE’s management team leading by Jin Xinhai, was awarded the Team Elfun of the Year 2003. In 2004, Jin Xinhai won the Award of Excellent Contribution for China Software of Last 20 Years, and in the same year, he won the title of Model Worker in National IT Industry. The 19th World Congress of IPMA (International Project Management Association), which is held in New Delhi on November 13 to 16, awarded CVIC SE as IPMA Prize Winner for its achievement in project management of Shandong Highway Information System. Thereby, CVIC SE became the first Chinese enterprise receiving this prize, which is also the top international honor that Chinese IT enterprises have ever achieved in project management. In the February of 2006, Jin Xinhai was awarded the title of 2005 China Top Ten (Science and Technology) Talents.
